Dr. Muhammad al-Hawari (d. 2015), a subject matter expert in both Islamic jurisprudence and observational astronomy and a signatory on the Fatwa, collaborated with the Muslim World League to determine prayer timings in areas with challenging twilight visibility.
He prepared an official prayer-time timetable for Vancouver and forwarded it, along with the MWL Fatwa, to Dr. Nazih Hammad.
The Fatwa was then entrusted to Sheikh Zoheir Tahar.
The timetable associated with the Fatwa was the de facto one for all of British Columbia.
This legacy of scholarship continues today at OBRF as we work to preserve accuracy and provide prayer times that our community can trust.
The signatories on the Fatwa, listed above, were the biggest scholars of the contemporary era, and it is rare to see all of them signing a single Fatwa or document. This fact only strengthens the methodology chosen by the MWL.

The Muslim World League methodology was developed through the work of one of the largest international bodies of Muslim scholars, involving:
- Experts in Islamic jurisprudence,
- Scholars of astronomy and observational science.
This collaborative approach gives our community confidence in its reliability.
We respect all valid methods and do not criticize any scholar or community for what they choose to follow.
At the moment, this calendar is based on the locations within Vancouver Island. As this project grows, we plan to expand support to additional regions.
